It is the snow piled up outside of a window. The picture was taken horizontally but you posted it vertically.

This picture is looking up at the bottom of your roof gutter and the snow is melting and hanging off the edge.
I feel like such a copycat, but I am going to have to say it is snow on top of the gutter, with the photo shot from below looking up toward the sky.
Because that's what I really think.
I'm going to be different, for the hell of it, and guess that it's a curtain blowing out a bedroom window. :)
